Mechanism
When Server realized some records loss in the database by checking the record intervals:
1. Send command to retrieve all data records during the period
2. GPRS GPS Tracker receives command, retrieves those data records from its internal memory
3. GPRS GPS Tracker uploads the retrieved data records instantly
4. Server receives the data records, and inserted into the database
